Legal Principle(s)

Entry of data in the official record is a prefatory/preparatory act. Thus, a decision refusing to correct an EOD date is not appealable as such a staff member may only appeal when an incorrect entry misinforms a decision causing concrete negative consequence for the terms of appointment or contract.
